Polyurethane laminate (PUL) is generally a polyester interlock knit fabric that has been laminated to a thin film of polyurethane.
This laminated fabric is useful as a wind and/or water barrier in the
construction of fluid-splash protecting garments, shower curtains,
outerwear clothing, cloth nappies / diapers and cloth menstrual pads. It is very thin and breathable. It can be machine-washed and dried.
Polyurethane laminate was first developed for hospital equipment, where reusable waterproof fabrics were needed. [1]

Kalau TPU apa yah....

Polyurethane Laminate (aka PUL) is a fabric that has been laminated to a layer of polyurethane (or TPU). Technically, most any fabric can be laminated, but diapers are usually made from laminated cottons, polyester knits, or poly blends.
DiaperFAB's PUL fabrics are high quality fabrics laminated with a 1 mil thick polyurethane film. We went through an extensive test comparing 1 mil PUL to 2 mil PUL and found that, ultimately, 1 mil performed just as good as 2 mil and provided a more flexible fabric. Cottons laminated with 1 mil, in particular, are less likely to wear prematurely than those laminated with 2 mil.
PUL fabrics are 100% waterproof and able to withstand washing in hot water and heat drying over the life of your diapers. (PUL was originally developed to be used in hospitals as a waterproof barrier and to be cleaned in an autoclave, which uses very high heat to sterilize. Please do not believe the claims that PUL will "wear out" after a certain number of washings or that it cannot be dried.)
PUL is used as a waterproof layer in diapers and covers. It's also used for wet bags, lunch bags, even sandwich wraps!
Please note that most fabrics are available in small quantities of 2 yards or fewer intended for home sewers. We do not have the quantities wanted or needed by most WAHMs who sew in bulk. If you plan to order large amounts, it might be best to email first to be sure that what you want is available.

Apakah yang dimaksud dengan 'mil' dalam material PUL
http://neptunefabrics.com/category_1/Classic-PUL.php
A mil is one-thousandth of an inch. Both 1 mil and 2 mil laminates are equally waterproof, but in general the 1 mil has a more elegant drape and softer feel, and the 2 mil has a thicker, more durable feel.
The 1 mil laminate is ideal as the waterproof layer for all-in-one and pocket-style cloth diapers, reusable menstrual pads and bibs.
The 2 mil laminate is well suited for waterproof items requiring greater durability, such as lightweight jackets, diaper pail liners, pocket-style cloth diapers, diaper covers, wet bags and changing pads.
